Central sector scheme of free coaching for SC and OBC students'
1. Background i) Empowerment of the weaker sections has been a concern for the government since independence.
Free coaching for SC and OBC students A number of schemes and programs have been implemented to assist them in enhancing their skills and capacity to ensure rapid economic growth and integration into the national mainstream.
ii) The scheme of providing free coaching to Scheduled Caste (SCS) students was started during the Sixth Five Year Plan. Similar schemes were also implemented to provide free coaching to students from other backward classes (OBCs) and minority classes. In order to ensure effective implementation and supervision and to better assist the students, separate coaching schemes for SC, OBC and Minority class were integrated and a suitable scheme, i.e.
coaching and peer support for the weaker class including SC, Other backward classes and minorities were implemented from September, 2001.
iii) After creating a separate ministry to handle matters relating to minorities. The plan was further revised in April 2007 by the Ministry of Minority Affairs to remove the minority component from the key area of the scheme and to include other changes as deemed necessary at the time. Last update of the scheme came into effect from 01.04.2016.
2. Objective The scheme aims to provide good quality coaching to economically disadvantaged Scheduled Caste (SC) and Other Backward Class (OBC) candidates to enable them to participate in competitive examinations and succeed in getting suitable job in public / private. Field.
Co. Courses for coaching, the course for which coaching will be given will be as follows:
i) Group A and B examinations conducted by Union Public Service Commission (UPSC), Staff Selection Commission (SSC) and various Railway Recruitment Boards (RRBs);
ii) Group A and B examinations conducted by State Public Service Commissions;
iii) Grade examinations of officers are conducted by banks, insurance companies and public sector undertakings (PSUs);
Free coaching for SC and OBC students iv) Premier entrance examinations for admission.
(A) Engineering (e.g. IIT-JEE),
(B) Medical (e.g. NEET),
(C) vocational courses such as management (e.g. CAT) and law (e.g. CLAT), and
(D) Any other branch like the Ministry may take decisions from time to time.
V) Eligibility tests / examinations such as SET, GRE, GMAT and TTO FL.
vi) Entrance Examination Tests for CPL Courses / National Defense Academy and Joint Defense.
Competitive. Distribution of slots in various types of competitive examinations. 0% of the total available slots will be allotted for courses, for which the qualifying examination is graduation (graduation level). 40% of the total slots will be for courses for which the qualifying examination is Class 12.
Category. Class wise ratio of candidates under this scheme. And the certificate of OBC students will be: 300 :: 300. In case of non-availability of candidates in a particular category, the Ministry of Social Justice and Empowerment may grant relief in this ratio.
Students. Eligibility Criteria for Students Only SC and OBC class students have an annual family income of Rs. 8,000,000 or more from all sources, they will be eligible for benefits under the scheme. However, SC / OBC candidates belonging to the minority community will not be eligible under this scheme and can apply under the same scheme of the Ministry of Minority Affairs.
The following guidelines will be followed from the level of Tehsildar for income certificate in the form of certificate issued by the Revenue Officer. Working parents are required to obtain a certificate of income from their employer. Working parents / guardians should obtain a consolidated certificate from the revenue officer for any additional source of income.
ii) Students should have obtained minimum marks in the qualifying examination of the competitive examination for which coaching is sought, as stated in the above guidelines of the competitive examination. However, if the student has not yet appeared for this qualifying examination, or if the student has appeared and the result has not been declared, the marks obtained in the board / degree examination before the qualifying examination will be taken into consideration.
If the number of eligible applications received is more than the given slots, the selection will be made in the order of the marks obtained in the qualifying examination. (iii) For competitive examinations for which the qualifying examination is 12th standard, the benefit under this scheme will be available to the candidate only if the candidate has passed 12th standard or is studying in 12th standard, from the date of availing the benefit.

Maximum fees and minimum duration under free coaching scheme for SC and OBC students:
Instinct:
Monthly Rs. 3000 / - per student will be paid for attending local students Coaching class. Also, Rs. Directly through Ministry by DBT.
Special allowance:
Students with disabilities also get Rs. 2000 / - per month with valid disability certificate (equivalent to more than 40% disability) like reader allowance, escort allowance, support allowance etc. This will be in addition to the extra wear as mentioned in paragraph 8 above. Ii)
Application Process:
(i) Extensive publicity of this scheme will be given through electronic media etc.

(ii) The portal will be open for one month in a year, i.e. to receive applications during July, 2020 and January, 2020.
(iii) Applicants will have to upload their applications along with the prescribed supporting documents.
(iv) No offline flying applications will be entertained. Only applications completed in all matters will be considered for online applications, assistance. A summary of all incomplete applications will be rejected. However disqualified candidates will have the option to apply in subsequent stages of selection.
Selection of candidates:
(i) As the application portal closes, separate merit lists will be prepared Candidates belonging to SC and OBC category and suitable candidates in this category Based on the information submitted by the candidates, through the IT system, for both the competitive examination levels mentioned in paragraph of the scheme.
(ii) Applications will be checked in order of eligibility

The last date for submission of application under mode 2 of FCC has been extended to 30.09.2020
